Community Alert from Chicago Animal Care and Control

March 19, 2020

Community Alert from Chicago Animal Care and Control

Chicago – In alignment with the City of Chicago’s activation of the Continuity of Operations Planning (COOP) related to COVID-19, effective immediately, Chicago Animal Care and Control services may be accessed by appointment only until further notice. Going forward all services must be made by emailing visitcacc@gmail.com

Be assured that we will have staff available to feed, clean, and provide exercise and enrichment for the animals in our care. Our Animal Control Officers will respond to emergency calls such as vicious animals, animal cruelty, and calls about injured animals only. We continue our commitment to saving animals’ lives, reuniting lost pets with their families, and finding loving homes for abandoned and orphaned animals.

What does this mean for our community?

  • Adoptions

Want to adopt? Please visit Petharbor.com/Chicago or visit @CACCadoptables on Facebook to view photos and bios of the animals. If you find an animal that you are interested in, please email Visitcacc@gmail.com with your name, phone number and the name and the ID (A#) of the animal you are interested in. A volunteer will follow up with you with the next steps. If you want to adopt, we will note that there is an interested party, but adoptions and transfers will be honored on a first come-first-served basis and will only be approved after the applicant meets the pet.

  • Redemptions

If you lost your pet, visit Petharbor.com/Chicago to view all the stray animals in the facility. If you think that one of the animals at CACC is your lost pet, email Visitcacc@gmail.com with your name, phone number and the ID (A#) from the Petharbor site, and a staff member will follow up with you with the next steps.

  • Owner Surrenders

Anyone considering surrendering a pet should delay doing so, if possible. If this is not possible, email Visitcacc@gmail.com with your name, phone number and a brief description of your animal, and a staff member will follow up with you with the next steps.

  • Find Your Friend a New Home Yourself

In order to alleviate the need to bring an animal into the shelter environment, our partners at the Anti-Cruelty Society offer a Home-to-Home Shelter Bypass service to help people find new accommodations for their pets privately. The service offers courtesy listings for pet owners who can no longer keep their companions, but want to take responsibility for re-homing the animals themselves. If you are interested, please contact akulla@anticruelty.org.

  • Found a Lost Pet/Stray Animals

If you find a lost dog or cat that you can care for at your home, please visit helpinglostpets.com, lostdogsillinois.org or humanesociety.org/resources/how-help-stray-pet to see how you can help. If you can’t keep the dog or cat, please email visitcacc@gmail.com with your name, phone number and a brief description of the animal, and a staff member will follow up with you. Please note that we are unable to accept community/feral cats and kittens at this time unless they are orphaned and unweaned or injured. In this case, email askcacc@cityofchicago.org or call 3-1-1 to request pick-up.

  • Volunteers

To ensure the health and safety of our volunteers and staff, CACC is suspending the Volunteer Program including the Doggie Day Out Program, effective Thursday, March 19, 2020 until further notice.

  • How You Can Help

CACC is actively working to get as many shelter pets into good homes as possible. If you are interested in helping a shelter pet, please consider adopting or signing up to foster with any of CACC’s partner organizations. You can find a list of these organizations at: Chicago.gov/CACC.

  • Transfers

Transfer hours will remain the same. Rescue partners should email caccrescue@cityofchicago.org as usual to place hold requests or for more information.

ILCC: Restaurants with “Combined” Liquor Licenses Permitted to Sell Alcohol for Carry Out, Pick Up, and Delivery

ILCC: Restaurants with “Combined” Liquor Licenses Permitted to Sell Alcohol for Carry Out, Pick Up, and Delivery

Following Governor Pritzker’s Executive Order that mandates the closure of on-premise dining in Illinois restaurants (but permits carry out/take out/to-go food), the IRA has gained further clarification from the Illinois Liquor Control Commission (ILCC) about what operations are permitted for restaurants that have a liquor license.
Last night, ILCC issued a Compliance Directive which confirms that “combined” on and off-premises liquor license holders may sell packaged alcoholic liquor. This means a restaurant with the proper liquor license may sell unopened packages of beer, wine, or spirits to customers for carry out or take out. However, no open containers of alcohol can be sold to customers by combined liquor license holders. Furthermore, “combined” liquor license holders are permitted to sell and deliver unopened, packaged alcohol to a private home.
Click here to read the full FAQ from ILCC. Businesses that are unsure about the classification of their state liquor license should contact the ILCC for additional information.
The IRA commends the state of Illinois for working with our hospitality community to ensure flexible, commonsense practices that allow Illinois’ restaurants to stay open and serve communities during this crisis.
City of Chicago – Incidental Liquor Licensed Restaurants Permitted to Sell Alcohol for Carry Out, Pick Up, and Delivery
The IRA has also obtained updated guidance related to the sale of alcohol by restaurants in Chicago from the City of Chicago’s Department of Business Affairs and Consumer Protection (BACP).
The city’s guidance confirms that restaurants with a Consumption on Premises-Incidental Activity liquor license can sell and deliver alcohol in Chicago, under the following conditions:
  • Consumption on premises-incidental activity and tavern liquor licensees in the City of Chicago can sell and deliver incidental packaged goods liquor. By definition they have local approval.
  • Liquor sales and delivery must occur during liquor sale hours as defined in the Municipal Code 4-60-130.
  • Licensees must verify proof of age.
  • No cash on delivery; the transaction must take place at the retail licensee
  • Only sealed packaged goods in their original container (no to-go cups) can be sold or delivered
  • Additional restrictions on delivery may apply to those who are licensed by the State as brew pubs, distilling pubs and manufacturers. These businesses should contact the ILCC for additional information.
Click here to read the updated FAQ from BACP.
The IRA appreciates the City of Chicago’s collaborative work to provide clear guidance on these important operational questions for local restaurants.

State Rep. Ann Williams COVID-19 Preparedness

March 17, 2020

Dear Friends and Neighbors:

As the COVID-19 crisis continues to rapidly unfold, my office will be providing regular updates via email and social media. It is our goal to provide information and resources as soon as they become available. We are working around the clock to gather the latest information, answer questions and provide assistance to our constituents as best we can.

I strongly support the aggressive actions taken by Governor Pritzker and Mayor Lightfoot to mitigate the spread of the virus. Just today, we’ve seen many other jurisdictions follow suit. I would anticipate there is more to come, as the crisis grows. This is an incredibly challenging and unprecedented time for all of us. I’ve been grateful to see the community come together to support and help each other, and I believe that by looking out for one another, we will get through this dark time.

Below you will find some links to resources that are currently available. Again, please do not hesitate to reach out to my district office at (773)-880-9082 or email me at ann@repannwilliams.com if you have any questions or need assistance. Real-time updates can be found on my state Facebook and Twitter accounts. We are here to help in any way we can.

Thank you and be well.
